The Rostov Region has summarized the results of its industrial development. The industrial production index for the first nine months of 2025 in the Rostov Region was 102.3 percent compared to the same period last year.
Among the year's major industrial events were the launch of polyamide yarn production at BTK Tekstil, the opening of a new Empils-Zinc zinc oxide plant with an investment of over 1.5 billion rubles, and the launch of modern snow removal equipment at Salskselmash. Furthermore, the Novocherkassk plant completed testing of the new EMKA2 electric locomotive, assembled entirely from Russian components.
The region is experiencing dynamic growth in strategic industries such as metallurgy, mechanical engineering, chemicals, petrochemicals, and textiles. It is also noted that the region is a leader in Russia in the production of grain harvesters (over 70 percent), mainline electric locomotives (over 50 percent), nuclear reactor equipment (approximately 48 percent), drill pipes (over 45 percent), and agricultural tractors (approximately 15 percent).
The Rostovskaya Special Economic Zone is crucial for technological development, with 11 residents already operating there, totaling over 6 billion rubles in investment. New jobs are being created, exports are being developed, and domestic technologies are being implemented.
Many Rostov enterprises continue their modernization. Atommash, for example, delivered a reactor vessel for the Turkish Akkuyu Nuclear Power Plant , and Beriev Aircraft Company has begun a program to re-engine Be-200 aircraft with domestic PD-8 engines. Rostselmash , Rostvertol , BTK Group , and Atlantis-Pak are also actively developing .
The Regional Industrial Development Fund , with a capitalization exceeding 1.9 billion rubles, plays a key role in supporting businesses . In 2025 alone, the Fund issued 12 loans to companies totaling over 850 billion rubles, accelerating the modernization of production facilities.
Rostov Region Governor Yuri Slyusar stated that the region's strategic goal is to achieve technological leadership in the country.
"The topic of technological leadership is one of the most important we will be pursuing. The Rostov Region has significant potential to achieve it. It is closely linked to import substitution, to which we devote considerable attention and resources. I define import substitution as ensuring our security in all sectors, both now and in the medium term. And technological leadership is the strategic horizons where we can understand our key success factors, our strengths, and where we have the necessary developments, technologies, and competencies that can ensure our leadership in the areas that will shape the economy," he emphasized.
Previously, the Rostov Region Investment Council approved three priority projects: the construction of a polyethylene pipe plant, a deep corn processing complex, and a robotic warehouse center, which will create over 1,000 new jobs. In total, more than 650 investment projects are being implemented in the Rostov Region, with a total investment volume exceeding 1 trillion rubles. Furthermore, 20 agreements worth 209 billion rubles were signed at SPIEF 2025, and another 23 agreements worth 92 billion rubles were signed at Innoprom 2025. This will create an additional 3,000 jobs in the region.
